India Dominates Ireland’s Employment Permit Boom as Demand for Foreign Workers Surges

Dublin, Ireland — Ireland has experienced a significant increase in employment permits issued to foreign workers over the past six years, with new data showing a near doubling of permits between 2020 and 2025.

According to the latest figures, a total of 174,064 employment permits were issued during the period, rising from 16,419 in 2020 to 31,044 in 2025—an increase of 89.1%. The highest number of permits was recorded in 2022, with 39,955 approvals, followed closely by 2024 with 39,390.

Strong Demand Across Key Sectors

The data highlights growing reliance on international workers across several critical sectors. Health and social work emerged as the largest employer of permit holders, accounting for 51,267 permits over the period. The information and communication technology (ICT) sector followed with 35,599 permits, reflecting Ireland’s continued expansion as a global tech hub.

Other notable sectors include:

• Agriculture, forestry, and fishing: 13,910 permits
• Accommodation and food services: 13,783 permits
• Financial and insurance activities: 11,537 permits

Construction and transport sectors also saw notable growth, indicating a broadening demand beyond traditionally dominant industries.

India Dominates as Top Source Country

India remained the leading nationality among permit recipients by a substantial margin, accounting for 63,111 permits—more than three times the number issued to the second-ranked country, Brazil (17,767). The Philippines (13,702), Pakistan (8,489), and China (8,344) also featured prominently.

Officials noted that while the system has diversified globally, a significant concentration remains among the top three nationalities.

Expansion of Workforce Diversity

The number of nationalities receiving employment permits increased over time, peaking at 142 in 2022. Although slightly lower in subsequent years, the data suggests Ireland’s labor market has become increasingly international in scope.

Major Employers Span Tech, Healthcare, and Industry

Large multinational technology firms—including major social media, e-commerce, and software companies—were among the biggest employers of permit holders. Hospitals and healthcare providers also featured prominently, alongside food processing companies, reflecting labor shortages in essential services.

Shifting Trends Since Pandemic

The data indicates a sharp post-pandemic rebound in hiring, with permits rising dramatically after a modest dip in 2021. While numbers declined slightly after the 2022 peak, they remain significantly higher than pre-pandemic levels.

Analysts say the figures underline Ireland’s growing dependence on foreign talent to sustain economic growth, particularly in high-skill industries and essential public services.
