Luas Extension to Bray via UCD Identified as Preferred Route

A Luas extension linking Dublin city centre to Bray via UCD and Sandyford has been identified as the preferred transport solution for the eastern corridor, according to a new study by Dún Laoghaire–Rathdown County Council.

The proposal aims to address chronic congestion along the N11 and improve connectivity between Bray, north Wicklow and UCD—one of Ireland’s largest commuter destinations. Current public transport options remain limited, with heavy reliance on bus services.

The recommended route, known as Option 5b, would deliver a direct light rail link through the UCD campus and connect to the existing Green Line. Journey times along the corridor could be reduced by up to 52%, while new walking and cycling infrastructure is also proposed.

The study highlights the need for high-capacity transport to support planned housing developments in areas such as Fassaroe and Old Connaught. At present, 70% of trips in the corridor are made by car, compared to just 11% by public transport.

Supporting measures, including park-and-ride facilities and feeder bus services, are expected to reduce pressure on key bottlenecks such as the M50/N11 interchange.

The project is currently scheduled within the National Transport Authority’s 2031–2036 delivery window and will require upgrades to the existing Luas Green Line to metro-standard capacity.

If delivered, the extension is expected to significantly reduce car dependency and improve access to high-frequency public transport across the Dublin–Wicklow corridor.
